The University of Winnipeg community mourns the passing of Vasyl (Bill) Balan — a great champion for the University who played a key role in its evolution. He passed away on March 11, 2022 in Winnipeg, MB.
Bill Balan started at the University in 2006 as the Associate Vice-President, Operations and later became the Vice President Finance and Administration. At various points, he also held responsibility for External Affairs, Capital Planning and Strategic Initiatives. He was also an integral member of the University of Winnipeg Community Renewal Corporation (UWCRC) and one of its founding board members. He played a leadership role in the construction of the Richardson College for the Environment and Science Complex, the UWSA Daycare expansion, the Buhler Building, Merchants Corner, Leatherdale Hall, Axworthy RecPlex, AnX construction and renovation, and UWCRC projects including the Downtown Commons, Muse Flats, and West Broadway Commons before retiring in 2017.
Bill was passionate about Ukraine and worked tirelessly to establish connections between The University of Winnipeg and his family’s homeland. Bill’s dedication to peace and student opportunities is a guiding light for us in dark times.
The University will honour his legacy by matching donations to the Vasyl (Bill) Balan International Students from Ukraine Bursary, up to a total contribution of $25,000. Those wishing to support this fund may do so online or by contacting the University of Winnipeg Foundation.
In honour of Bill Balan’s passing, campus flags will be flown at half-mast on the day of his memorial.
