WINNIPEG—Tenants and landlords are often characterized as warring factions – particularly in Winnipeg’s inner-city neighbourhoods. But today, tenants and landlords in Winnipeg are joining forces to develop stable and safe neighbourhoods in which to live.
Going a long way toward fostering that positive interaction is a newly released publication called the Tenant and Landlord Cooperation (TLC): Guide to Good Management of Inner City Buildings for Landlords and Tenants (or TLC Guide).
Despite its long title, The TLC Guide is a no-nonsense, easy-to-read booklet offering practical suggestions to encourage tenants & landlords to work cooperatively for the betterment of both parties. The Guide was developed through the Tenant Landlord Cooperation (TLC) Steering Committee of the West Broadway Neighbourhood Housing Resource Centre. Funding for the work came from The University of Winnipeg’s Winnipeg Inner-City Research Alliance (WIRA), which is funded by the Social Sciences and Humanities Research Council (SSHRC) and Canada Mortgage and Housing Corporation (CMHC).
According to Statistics Canada, the West Broadway neighbourhood of Winnipeg is 96 per cent rental, and the units are primarily occupied by low-income households. Areas comprised of mostly rental property must be vigilant in neighbourhood revitalization, stabilization, and maintenance. This activity cultivates a stable rental base of residents interested in developing a healthy and safe neighbourhood for themselves and their families.
With government funds being funneled through neighbourhood housing groups, there is an increasingly strong need for tenants, landlords, community groups, and all levels of government to learn to work together in partnership. The TLC Guide is an attempt to provide some much-needed infrastructure for these emerging partnerships that will foster good property management and contribute to inner city revitalization.
