Dr. Lloyd Axworthy will return to the University of Winnipeg to deliver a lecture that is free and open to all students and the public, entitled “The Next 10 Years of R2P”.The Responsibility to Protect, known as ‘R2P’, refers to the obligation of states toward all populations at risk of genocide and other mass atrocity crimes. This lecture is based on research and writing of a major essay on the subject that Dr. Axworthy pursued last fall at the Rockefeller Center to be included next year in a book published by Oxford Press.Axworthy served as UWinnipeg President and Vice-Chancellor from 2004 until 2014 and is the former Canadian Minister of Foreign Affairs.
